Planning to add a ATI 4670 HD graphics card to my current system?

my current configuration is as follows:-
Intel Pentium Dual Core @ 2.8Ghz
Intel 102GGC2 motherboard
2.5Gb DDR2 Ram
80 GB Sata Hard disk
17" LCD Monitor
psu:- iBall LPE 223-400 it has 17amps on the +12 rail

My Main Concern is that will my psu be able to power the ati 4670 as i am not sure about how much watt psu i have and i am not willing to buy a new psu i want to use the card for photoshop cs3,Maya 2008,NFS Undercover(Mid-res)

The ATI HD 4670 has a minimum PSU requirement of 400 Watts. The best way to check the wattage of your power supply is to open your case and check the label affixed to the side of the PSU. All PSUs have a label on their side that look similar to this:

The label is usually very easy to find. It tends to be placed on the side of the PSU that faces towards the side of your case that you open. Hopefully, your PSU is at least 400 W.
I can't recommend trying this, but once in a while - if a PSU is even close (say 350 W) - a graphics card will work with a PSU under its minimum requirements. It all has to do with how much power is being drawn by other components. Again, I can't recommend trying because if it doesn't work, and the store you bought the card from has a poor return policy, you are stuck with a useless card.
If you would be so kind as to forgive my making a different suggestion, Photoshop and Maya are graphics content creation and manipulation tools. ATI makes a line of graphics cards called FireGL that are made specifically for people using CAD and DCC (Digital Content Creation) software.
Unlike Radeon gaming graphics cards, which only approximate an image (some calculations are given 'best guess' answers or skipped altogether to maintain maximum frames per second), FireGL cards perform all image rendering calculations to ensure the final rendered images are as precise as required in CAD and DCC. Also, FireGL graphics cards have much more stable drivers. This helps assure that hours of hard work are not lost due to one little driver hiccup.
FireGL cards are a little more expensive, but you do get what you pay for. The ATI FireGL V3600 is currently retailing for $150*, gets decent reviews for an entry-level workstation GPU (especially working with Maya)**, and only needs a 350 W PSU. It should even be able to handle NFS Undercover.
Again, please forgive my indulgent suggestion. You expressed a disinterest in even purchasing a new PSU and here I suggest a higher priced graphics card. To make up, here are other graphics cards in the sub-$100 category that will also accomplish the tasks you need (Maya, NFS, etc) and their PSU requirements:
NVIDIA GeForce 9400 GT - 300W
NVIDIA GeForce 9500 GT - 350W
ATI Radeon HD 3650 - 300W (older but okay)
ATI Radeon HD 4550 - 300W
These will all work. The best card in the sub-$100 category, in my opinion, is the card you want, the HD 4670. But, if it doesn't work, these other ones would be almost as good, especially the NVIDIA GeForce 9500 GT.
